Indian Oil Corporation is moving forward with plans to develop a green hydrogen production plant at its Panipat Refinery and Petrochemical Complex in northwestern India. The facility, which is set to be operational by December 2027, will have a production capacity of 10,000 tonnes per year, making it one of the largest green hydrogen plants in India.
The plant will replace fossil-derived hydrogen used in refinery operations, contributing to a significant reduction in carbon emissions. The green hydrogen will be used primarily for hydrocracking and desulphurisation processes, replacing the current grey hydrogen produced through steam methane reforming, which is highly emissions-intensive.
Oil refining is responsible for approximately 4% of global carbon dioxide emissions, and the shift to green hydrogen is expected to reduce emissions by around 80,000 tonnes of CO2 annually, based on similar projects in other countries like Germany.

This initiative aligns with India's green hydrogen mission, launched in 2023, which targets a production capacity of at least five million tonnes of green hydrogen per year. To support this goal, Indian Oil has also approved a USD 127 million investment in its Terra Clean subsidiary to develop additional renewable energy projects. The company plans to expand its renewable energy capacity from 238.7 MW to 31 GW by 2030 and aims for net-zero emissions by 2046.
